西北地区风电产业正向环境效应价值测算研究 被引量:8

Calculation of environmental effects of wind power industry in Northwest China

摘要 文中认为与传统常规能源相比,新能源具有资源节约和环境改良两种表现形式,其环境效应价值非常显著,而实施必要的价格补贴是促进新能源产业技术创新和发展壮大的有效手段之一,但我国目前对新能源产业的价格补贴政策实施效果并不理想,其价格补贴水平远不足以弥补新能源所创造的环境价值。为此,本文以新能源产业当中的风力发电为研究对象,以西北地区的风力发电产业为个案,从资源节约和环境改良两个角度对该地区风电产业正向环境效应价值进行测算。测算结果表明:西北地区风电产业所创造的环境价值为0.24500913元/k Wh,环境效应价值十分显著,在资源节约和环境改良方面潜力巨大,而我国目前对风电产业的价格补贴仅为0.17元/k Wh,且有下降甚至取消补贴的趋势,为保证新能源产业可持续发展,本文建议,应进一步完善我国现行的风电产业价格补贴政策,将风电产业所创造的环境效应价值作为制定价格补贴水平的上限,这样既可刺激新能源可持续发展,又可使财政补贴有据可循,使补贴资金充分发挥作用。 Compared with conventional energy sources, this research considers that the new energy has two kinds of expression forms, which are resource saving and environment improvement value. Its environmental effect is very significant. And the implementation of the necessary price subsidies is one of the effective means to promote technological innovation and development of new energy industry. However, the implementation of China' s current price subsidies for the new energy industry is not ideal. The level of price subsidies is far from enough to make up for the environmental value created by the new energy. Therefore, this research took the wind power industry in Northwest China as the research object to calculate the value of wind power industry in this area from two angles of resource saving and environmental improvement. The calculation results show that the environmental value cre- ated by the wind power industry in Northwest China was 0.24500913 yuan/kWh, environmental effect was very significant. There is great potential for resource conservation and environmental improvement, but China' s cur- rent price subsidies for the wind power industry is only 0.17 yuan/kWh, and there is a trend of decline or even cancel subsidies. In order to ensure the sustainable development of new energy industry, we suggest that further improve of the current price subsidy policy of China' s wind power industry should be taken. The value of environmental effects created by the wind power industry should be as the upper limit of the price subsidy level, it can stimulate the sustainable development of new energy, and make financial subsidies in a reasonable use to give full play to the role of subsidies.
