深圳市用地保障形势分析及思路探讨

Analysis and Discussion of Thought on the Situation of Land Security in Shenzhen

在深圳建设现代化国际化先锋城市的背景之下,土地资源紧缺问题已经成为制约深圳经济社会保持高速发展的短板。破解土地资源紧缺难题,充分挖掘可利用土地潜力,是保障深圳未来城市持续发展的重要必备条件。基于此,本文首先从当前深圳土地资源利用总体情况、空间结构、土地利用效益以及利用潜力4个方面详细阐述了土地资源利用现状;在此基础上,系统分析了深圳当前和今后一段时间用地保障所面临的严峻形势;最后,本文提出了切实解决用地保障问题的若干思路,为深圳破解土地紧缺难题提供了重要参考。

In the context that Shenzhen is being constructed to become a modem international pioneer city, the shortage of land resources has become the weakness restricting the rapid economic and social development of Shenzhen. To solve the problem of shortage of land resources, fully exploring the potential of available lands is a significant prerequisite for sustainable development of Shenzhen in the future. Based on this, firstly, this paper has systematically stated the status quo of land resource use of Shenzhen from four aspects, i.e., general use situation, spatial structure, use efficiency and utilization potential of land resources of Shenzhen; then, this paper has analyzed systematically the serious situation of land security of Shenzhen at present and in the future; finally, this paper has put forward some ideas to solve the problem of land security, which may serve as the important reference for Shenzhen to solve the problem of land shortage.
