On the Core Issue of Xi Jinping' Rule of Law

习近平指出党和法治的关系是法治建设的核心问题,具体为党的领导与社会主义法治的一致性关系问题。党的领导为社会主义法治提供了政治保证和方向保证,社会主义法治必须坚持党的领导;社会主义法治为党的领导提供合法基础、有效手段和制度保障,党的领导必须依靠社会主义法治。党的领导和社会主义法治的一致关系是对我们党法治建设中的历史经验总结,对解决当前法治建设过程中的人治与法治的关系问题、"党大还是法大"问题具有重要指导意义。

General Secretary Xi Jinping pointed out that the core issue of the rule of law is the relationship between the party and the rule of law, viz. the consistency of the party＇ s leadership and the socialist rule of law. The leadership of the party guarantees the right political direction, the socialist rule of law must adhere to the party＇ s leadership; socialist rule of law also provides legal basis, effective means and institution for the leadership of the party, and the latter must rely on the socialist rule of law. The consistent relationship between the leadership of the party and the socialist rule of law is the achievement of our party＇ s rule of law. It solves the debate about the rule of man or law, and the dominance by law or the party.
