促进城乡统筹发展的县域经济多样化生计策略研究--以粤西北部地区为例

Economic Diversity Strategies for Promoting an Integrated Urban-Rural Development within County Areas:Case Study on the Region of Northwest Guangdong Province

我国城市扩张与乡村衰落日益加速。基于国家政策方向,县域的经济多样化策略成为缩小城乡差距、实现城乡统筹发展的重要途径。本研究借助可持续生计方法的研究框架,以粤西北部地区——广东肇庆、云浮两市辖区范围为研究区域,探讨县域经济的多样化策略。在2007—2012年间,研究区域通过人力资本在城乡间的优化配置、自然资本的合理使用,在巩固一产基础上实行多样化策略,实现了经济快速增长且财富在城乡间的分配相对公平;同时以云浮市新兴县和肇庆市怀集县为代表进行深入分析,提出县域经济的多样化策略应为:通过培养本地农业企业或引进农业企业实现一产的生产力提升;以二产中的工业作为县域经济发展的主要推动力;三产应实施内向发展的策略,提升本地居民的生活条件,实现生产和生活本地融合。

In China, the gap between urban and rural population has been increasing continuously and the speed of urban expansion whilst rural declining has been accelerated. Through the review of the national policies, it is found that economic diversity within county area plays an important role in narrowing the urban-rural gap and promoting urban-rural integrated development. This paper investigates the economic diversity strategies within county area under the sustainable livelihood approach framework, and discusses the situation in two case study counties under the administration of Zhaoqing city and Yunfu city in the region of northwest Guangdong province. Two key things are found out： between 2007 and 2012, the studied area achieved rapid economic development and relatively fair allocation of wealth between rural and urban areas, which is through optimal urban-rural human capital distribution and reasonable natural capital consumption, with the area＇s local economic diversity strategies based on its primary＂ industry enhancement; and then we takes Xinxing county and Huaiji county as samples, the following strategies are suggested to be useful for other counties in the studied area： the improvement of local primary industry should be achieved through the industrialisation of agricultural enterprises; the secondary industry should play the main role in stimulating economic development within county areas;the tertiary industry should develop inwardly, in order to promote the local residents＇ livelihood, and achieve the reconciliation of local work and local living.
