摘要
最低工资制度是国际上普遍采用的旨在保障低收入劳动者群体的一种社会保护制度,最低工资标准的合理与否会直接影响劳动力市场的正常运行。运用目标达成评价模式,把我国最低工资的制度目标分解为保障目标、发展目标和预防就业负效应目标,分别构建一级评价指标体系。运用2015年相关数据对我国31省(市、区)的最低工资标准进行了实证分析,结果显示,我国31个省(市、区)中,绝大多数省份的最低工资标准能够充分保障劳动力及其抚养人口的最低生活,距离保障基本生活的目标存在较小的差距;分享经济社会发展成果较明显;我国整体最低工资标准处于国际标准的低水平层次,基本不会导致就业负效应发生。
Minimum wage program is a social policy to protect low-income workerwhich is widely used in the world, and whether it is reasonable or not can directly affect the labor market. Using the goal model, we divide the minimum wage goal into security goal, developing goal and prevent employ negative goal, then we structure evaluation index system. After analyzing the minimum wage standard of 31 provinces in 2015, we find that most provinces minimum wage standard can ensure the labors and their raising people to keep the lowest life level, and nearly reach the basic life goal; current wage can make the low-income people share economic and social development; furthermore, since whole wage is lower, it can not cause employment negative affect.
