工会发挥枢纽作用的目标、路径与对策

The Target, Path and Countermeasure of the Labor Unions Playing Pivotal Role

2015年,《中共中央关于加强和改进党的群团工作的意见》指出,群团要"坚持发挥桥梁和纽带作用"。所谓"枢纽"是指,介于国家和社会之间,发挥资源传递、信息沟通、价值传导、组织协调等中间作用。重点难点是工会建构与党委、人大、政府、政协等各部门的制度化互动关系。工会发挥枢纽作用的总体目标是"一个中心、两个能力"。一个中心,是指中心任务是要增强工会的实际覆盖面;两个能力,是指工会参与社会治理的能力和群众通过工会进行社会参与的能力。工会发挥枢纽作用,可以尝试按照组织建设、阵地建设、文化建设三条相互协同的路径,最终实现国家对组织化个体(社会组织)和原子化个体的整合。

In 2015, the CPC Central Committee on Strengthening and Improving the Party＇s Mass Work pointed out that the mass organization should adhere to play the role of bridge and link. The so-called ＂pivotal＂ refers to playing the role of resource transmission, information communication, value transmission, organization and coordination, etc. The key difficulty is the institutional interaction between labor unions and the state, namely, the party committee, the people＇s congress, the government and the political consultative conference. The overall goal of the labor union to play a pivotal role is ＂one center, two capacities＂. A center is the central task to enhance the actual coverage of labor unions; the two capacities refer to the ability of labor unions to participate in social governance and the ability of the messes to participate in the society through trade unions. To play the pivotal role, trade unions can try to follow the mutual cooperation path of organizational construction, position construction, cultural construction, and ultimately achieve the integration of national organization of individuals and atomization of individuals.
