Some Exploration about how to Deepen the Supply Side Structure Reform in Quanzhou

2008年全球经济危机以来,泉州经济发展与国内其他地区一样面临诸多困难和挑战,但泉州以本土实体经济为核心,深耕实体、坚守实业,在有效发挥市场在资源配置中起决定性作用和更好发挥政府作用方面所做的"泉州探索",为泉州发展提供了新动能。目前,泉州作为制造业城市,制造业中主导产业生产工艺水平还偏低,纺织鞋服等主导产业产能过剩,新兴产业和现代服务业发展滞后等问题依然突出。泉州推进供给侧结构性改革要坚持"六个必须",即坚持"稳中求进"必须确保"稳中向好",深入推进"三去一降一补"必须加快推进农业现代化,着力振兴实体经济必须加快工业转型步伐,促进房地产市场平稳健康发展必须落实政府主体责任,加快重点领域重点环节改革必须惠及大众。为此,泉州要进一步培育和发展新的经济增长点,大力发展新兴产业,推进企业"三去一降一补"和大力推进自主创新体系建设。泉州在深入推进供给侧结构性改革方面,必须进行"泉州再探索"。

Since the 2008 global economic crisis, the economic development of Quanzhou and other do- mestic areas is faced with many difficulties and challenges,but the Quanzhou native to the real economy as the core,cultivating entity, adhere to industry,effectively done in the market to play a decisive role in the allocation of resources and better play the role of the government of Quanzhou, to provide explo- ration,the new energy for the development of Quanzhou.At present, Quanzhou,as a manufacturing in- dustry city, manufacturing technology level of production leading industry is still low, textile shoes and other leading industry overcapacity problem,the development of new industries and modern service in- dustry lags behind is still outstanding.The supply side of Quanzhou to promote structural reforms to Kennedy Must hold six, namely ＂Maintaining Stability＂ must be ＂Steady for the better＂, to further promote ＂Three go one down one fill＂ must accelerate the modernization of agriculture, efforts to revi- talize the real economy, we must accelerate the pace of industrial restructuring, promote stable and healthy development of the real estate market must implement the main responsibility of the govern- ment.To accelerate the reform of key areas, key links to benefit the public.Therefore,Quanzhou should further cultivate and develop new economic growth point, vigorously develop new industries, promote the enterprise ＂Three go one down one fill＂ and vigorously promote the construction of independent in- novation system.To further promote the supply side structural reformsin Quanzhou, must be carried out ＂Quanzhou explore again＂.
