摘要
在应对气候变化的实践过程中,低碳城市建设逐渐成为环境领域的一个重要政策议题。低碳城市建设是涉及诸多方面的系统性工程,这一复杂问题的政策制定,适用于混合扫描决策模型进行分析和指导。基于此政策模型,可以从政策层次、政策机制、政策领域三个维度,构建促进城市低碳发展的政策框架,并以此从不同方面完善相应的政策措施。其中,从政策层次的维度,探讨了中央和地方两个层次的政策制定与配合;从政策机制的维度,探讨了命令控制型、经济激励型和社会参与型等三种类型政策工具的综合运用;从政策领域的维度,探讨了低碳政策工具在产业、建筑、交通和消费四个城市重点领域的具体落实。
In the practice of tackling climate change, the construction of low-carbon city has gradually become an important issue in the environmental field. The construction of low-carbon city is a systematic project involving many aspects. The policy making of this complex problem applies to the analysis and guidance of the mixed-scanning decision-making model. Based on the policy model, we can construct a policy frame that will promote the low-carbon development of the city from three dimensions of policy level, policy mechanism and policy areas and improve the relevant policy measures from different aspects. This paper discussed the policy making and coordination of central and local governments from the dimension of policy level, discussed the comprehensive utilization of command-and-control policy instruments, economic incentive policy instruments and social participation policy instruments from the dimension of policy mechanism and discussed the implementation of low-carbon policy instruments in the four important areas of industry, construction, transportation and consumption from the dimension of policy areas.
