对外反倾销是否救济了中国进口竞争性企业?

Did Chinese Anti-dumping Measures Rescue the Domestic Import-Competing Firms?

反倾销是否具有救济国内企业的作用,一直是国际贸易政策研究领域争论的热点。该文使用1997-2007年中国工业企业的相关数据,采用双重固定效应模型检验了我国反倾销政策对国内进口竞争性企业生产率的影响。结果发现,我国对外反倾销有效地救济了国内进口竞争性企业,但是救济的效果在不同企业之间存在差异。相对而言,低效率企业的生产率增长得更多;国内销售企业的生产率提升幅度更大。但是对我国私营企业的救济效应有限。因此,我国在实施对外反倾销的同时,应建立对于反倾销政策贸易救济效果的常态化评估制度,辅之以配套的产业政策,引导国内进口竞争性企业抓住反倾销措施实施的缓冲期,提高经营绩效水平,并兼顾国内外两个市场,以实现长期均衡和可持续的发展。

Anti-dumping（AD）measures has been widely and frequently used all around the world.By utilizing Chinese data of Manufacturing Firms from 1997 to 2007,this paper empirically analyzes how Chinese AD measures affect the productivity of domestic importcompeting firm with a dual effect model,and finds that AD measures boost the productivity of domestic import-competing firms.Further study shows that：the initial low-productivity firms benefit more than the high-productivity ones,the domestically-selling firms gain greater than the exporting ones,and the state-owned and foreign-invested firms win larger than the privately-owned ones.Therefore,while adopting antidumping policy,we should set up a regular evaluation system of AD policy,provide some other industry policy,urge the domestic import-competing firms to enhance their core competence in the AD measures implementation period,give consideration to both the domestic and exporting market and obtain long-term balanced and sustainable development.
