甘肃省人口与经济发展的协调性分析

On the Coordination Between Population and Economic Development in Gansu Province

构建经济发展评价的指标体系,运用协调度测度模型对甘肃省人口与经济发展的协调度进行测度和分析。在此基础之上,提出甘肃人口与经济协调发展的路径是:加大教育投入,调整教育投资结构;通过产业结构调整推动经济发展向依赖劳动力素质提高阶段过渡;通过收入分配改革,促进收入分配公平来促进甘肃经济发展顺利越过"库兹涅茨拐点",摆脱中等收入陷阱;应在努力发展地方经济的基础之上,建立人才评估预警机制,通过多措施留住人才。中央政府应该通过改革工资制度,提高经济欠发达地区工资水平,加大对西部地区经济发展的扶持力度和基础设施建设的投资以促进中高级劳动力向西部落后地区流动。

This paper constructs the evaluation index system of economic development, measures and analyzes the coordina- tion degree of population and economic development by using the coordination degree measure model. Based on the above, it also puts forward proposals for coordinated development between population and economy in Gansu province., the educa- tion investment should be increased and education investment structure should be adjusted; economic development mode should be transformed into one which relies on the improvement of workforce＇s quality through the adjustment of indus trial structure; economic development of Gansu should be promoted to smoothly cross over the ＂Kuznets inflection point”, get rid of the middle-income trap by income distribution reform and the promotion of income distribution fairness; the mechanism about the talent assessment and early warning should be established to retain talents. Moreover, in order to promote senior labor force flow to less developed western regions, the central government should increase the wages in undeveloped areas by reforming the salary system and promote the economic development of the west areas by increasing the supporting strength and infrastructure investment to the western areas.
