走向协同治理:内涵、阻碍因素及实现路径

在特殊转型时期,单纯依靠政府的传统治理模式乏力应对层出不穷的社会问题,协同治理应运而生。协同治理的"内涵、阻碍因素及实现路径"等方面是学界关注重点。这些研究从"多元"主体、"社会转型"背景、"促进公共利益"的目的等三方面解读协同治理的内涵。就现有治理系统而言,实现协同治理既面临"社会资本异型发展""信息技术不成熟""理论基础薄弱"等外部阻碍,同时又受到"传统体制排斥""政府悬浮化""思维模式刻板""标杆劣质"等内在条件束缚。走向协同治理还需要从增强社会自治能力、端正政府角色、构建沟通平台、增强多方信任度等方面继续努力。

In the period of special transition, the traditional governance model of the government alone can not deal with the endless social problems, and collaborative governance emerges as the times require.The connotation, hindering factor and realizing path of collaborative governance are the focus of academic research.These studies explain the connotation of Collaborative governance from three aspects： the pluralistic subject, the background of social transformation and the purpose of promoting public interest.In terms of the existing governance system, the realization of collaborative governance is facing external obstacles such as ＂abnormal development of social capital＂, ＂immature information technology＂ and ＂weak theoretical foundation＂, at the same time the ＂traditional system exclusion＂,＂Government suspension＂,＂Thinking mode rigid＂, ＂poor benchmark＂ and other internal constraints.In order to realize the Collaborative governance, it is necessary to strengthen the autonomy of the society, correct the role of the government, build the communication platform and enhance the trust of the parties.
