The Performance of and Thought on Integrating Urban and Rural Residents Medical Insurance of Chongqing to Promote Fairness

重庆市坚持"公平、效率、统筹"理念,自2009年实施城乡居民医保制度整合以来,注重身份公平、区域公平和服务公平,逐步在全市范围建立起统一的城乡居民医保制度,实现了参保覆盖范围逐步扩大、医保待遇稳步提高、基金抗风险能力得到进一步增强、管理效能和公共服务均等化得到有效提升等整体性成效。推动医疗保障更加公平、管理服务更加规范、医疗资源利用更加有效,促进了全民医疗保障体系持续健康发展。

Based on the concept of＂fairness,efficiency, and coorination＂, since the integration of urban and rural medical insurance and new rural cooperative medical care system, and by intensifying identity equity, regional equity and service equity, an integrated health insurance system has been gradually established in Chongqing. The scope of coverage has been gradually enlarged, the treatment level has been steadily increased, the ability of risk resistance of insurance fund has been further enhanced, the management efficacy and the equalization of public services have been effectively elevated. Promoting medical security fairer, management service more standardized, medical resource usage more efficient have stimulated the continous and healthy development of universal medical insurance system.
