大数据即将带来一场颠覆性的革命,无论是生产方式、生活方式,还是行为方式、思维方式,无论是经济生活、文化生活,还是社会生活、政治生活,都将发生显著性的变革。大数据不可避免地成为促进组织服务创新、经济社会发展、国家治理现代化的核心引擎。从许多发达国家制定的大数据战略来看,大数据政策实施和行动计划明显具有规划性、开放性、智能性、价值性、安全性、保障性的特点。中国大数据战略的实施必须建立统一的大数据公共资源平台,构建大数据开放共享机制,完善大数据隐私保护体系,发展大数据相关的新产业和新业态,加强大数据关键技术的研发和应用,推进大数据人才储备政策的保障和实施。

Big data is going to produce a subversive revolution, in which dramatic changes will happen to both the mode of production, living, behavior and thinking, as well as to the economic, cultural, social and political lives. Big data inevitably becomes the core engine of promoting organizational service innovation, economic and social development, and modernization of national governance. From the big data policy-making experience of developed countries, big data policy implementation and action plan clearly enjoy the feature orientation of being programmatic, open, intelligent, valuable, safe, and supportive. Therefore, for China, big data implementation must build up a unified big data platform of public resources, establish big data open and sharing mechanism, improve big data privacy protection system, develop new industry and format of big data, enhance research and application of big data key technology, and boost the assurance and implementation of big data talent reserve policy.
