乌鲁木齐市特殊教育事业在获得发展的同时也存在一些问题,主要是残疾儿童学前教育发展相对滞后、义务教育阶段的特殊教育教学质量不高、高中和职业教育阶段的特殊教育存在较大发展空间、全纳教育尚处于起步阶段、特殊教育师资力量薄弱。要充分发挥政府职能,努力发展学前特殊教育,提高特殊教育教学质量,扩大高等特殊教育规模,大力推进全纳教育体系建设,加强特殊教育师资队伍建设,从而全面发展乌鲁木齐市的特殊教育事业。

There are some problems in the development of special education in Urumqi. Mainly the development of pre- school education for children with disabilities lags behind, the teaching quality of special school in compulsory education is not high and vocational education still has great development space, inclusive education is still in its infancy, school teachers in special education is not enough. We should give full play to the functions of the government, make efforts to develop pre-school education, improve the teaching quality of special education, expand the scale of higher special education, vigorously promote the construction of inclusive education system, strengthen the construction of teachers in special education, so as to develop the special education of Urumqi city.
