"现代公共文化服务体系"是党的十八届三中全会明确的新概念,其内涵和主要特征体现了时代性、创新性和开放性的要求。针对影响现代公共文化服务体系构建中存在的结构性问题导致的"管理失灵"严重;资金投入不足,使用不当;服务质量不高,人才队伍建设滞后;法律制度不健全,考评机制不规范;创新意识有待提高等主要问题,构建现代公共文化服务体系,就是要按照现代国家治理理念,把握好凝聚共识、整合资源、创新方法、以人为本、建章立制等具体路径。

＂Modern public cultural service system＂ is a new concept put .forward by the party＇s the third Plenary Session of the 18th CPC central Committee. Its connotation and characteristic, innovation and openness, reflects the requirements of the times. There exist many problems in the course of constructing the modem public cultural service system owing to its structural probiem, such as ＂management failure＂, inadequate funding, improper use, inadequate, service, sluggish talent construction, imperfect legal system, improper evaluation＇mechanism, insufficient innovation, etc. Therefore, to construct ＂modern public cultural service system＂, we need to adhere to the modern concept of national governance, building consensus, integrating resources, innovating methods, caring for people and establishing new systems.
