共享发展的逻辑脉络可以从历史、当代和将来三个维度来理解,即共享发展是实现共同富裕的必由之路,是破解发展难题的倒逼选择,是全面建成小康社会的必然要求。从共享的主体旨向、客体内容、动力途径、推进进程来看,共享发展具有全民共享、全面共享、共建共享、渐进共享四个层面的科学蕴含。推进共享发展的基本路向国家层面要坚持和完善中国的基本经济制度和分配制度:完善公有制经济的共富机制,防止过度民营化和私有化,保证资本由人民掌握,并用于为人民大众服务;遵循按劳分配规律,在初次分配环节注重解决发展成果增量的分配问题,完善各种生产要素贡献度的市场评价机制和体系。在再分配环节注重解决发展成果存量的分配问题,保障和改善民生。微观层面,公有制和非公有制企业应根据企业的不同性质从所有制层面和管理机制方面进行不同方向的共享关系构建,最大限度增进人民福祉。

The key way to accelerate sharing development is to insist on the Chinese basic economic system and distribution institution. It is very necessary to perfect the public ownership of common prosperity and avoid the over expansion of private economy and being in control by capital. In the course of sticking to rule of distribution on the basis of labor, the most important step is to pay attention to the distribution of incremental quantity by building a reasonable system of estimating production factors and increasing the strength of getting benefit from labor in order to repress moderately the force of capital. Moreover, in the field of second distribution, it is vital to balance the remainder of wealth by some adjustable methods such as transfer payment, taking from the fat to pay the lean and so on, improving the weak field, narrowing the gap and correcting the deviation. Besides, many different kinds of enterprises in the market should construct the model of shared development in the production and management, enhancing the welfare of populace at utmost in China.
