文章从制度供给背后的国家逻辑、地方逻辑、个体逻辑三个层次入手,重点对微观主体的行为和各逻辑间的相互作用关系进行观察,发现不管是国家层面还是地方层面的制度供给都受到来自下层制度逻辑的影响,同时各微观主体个体逻辑的运行,也受到来自上层制度逻辑的约束。地方政府作为促进区域经济发展的主导者,应努力把自身制度逻辑融入国家制度逻辑,结合国家政策提供适合当地经济发展的制度安排。

This paper from the national logic, local logic and individual logic of supply system, observed the mutual relationship among microcosmic and the logics. It is found that whether in the national level or local level, the supply system are affected by the lower level system logic, at the same time, the main micro individual logic operation is also affected by the upper logic system. As the leader to promote the regional economic development, the local government should strive to fit their own institutional logic into the national system logic, combined with the national policy for the development of local economic system.
