我国农产品绿色流通的金融支持框架构建研究

Research on the Framework of Financial Support for Green Circulation of Agricultural Products in China

我国对农产品绿色流通的金融支持表现在银行信贷支持、政策性金融支持及资本市场融资支持三方面,农产品绿色流通金融支持中存在农产品绿色流通金融供需矛盾突出、农产品绿色流通经营主体实力弱,难以找到抵押担保人、银行的信贷产品缺乏创新性、政策性金融服务范围小,缺乏合理的结构、物流保险发展缓慢等问题。文章认为,农产品绿色流通的金融支持框架设计应包括设计思路、两类金融需求者及四大金融供给主体、政府财政支持的途径和措施、完善银行信贷支持体系、鼓励和支持农产品绿色流通大型重点企业直接融资、引导农产品绿色流通保险的发展等内容。

Our financial support for green agricultural products circulation is embodied in the three aspects of bank credit support, policy support and capital market financing support. However, there are problems in the financial support for green agriculaaral products circulation, such as contradiction between supply and demand of agricultural products, green circulation management body strength is weak, it is difficult to find a mortgage, the bank is lack of innovative credit products, financial services policy scope is small, the lack of logistics insurance structure. This paper puts forward suggestions on the financial support for green agricultural products circulation： design thought, two types of financial demand and four financial suppliers, government financial supporting ways and measures, the bank credit support system improvement, encourage and support for the direct financing on green agricultural products circulation large key enterprises and guide the agricultural products circulation green insurance development.
