试论供给侧结构性改革背景下我国本科高校专业的设置和建设

On the Establishment and Construction of Specialties in Undergraduate Colleges and Universities in the Context of Structural Reform of Supply Side

在供给侧结构性改革背景下,我国本科专业设置必须以市场需求为导向、以学科发展为基础,把提高专业设置和建设质量作为供给侧结构性改革的基础和重点。高校主管部门要通过完善专业评估制度,建立专业设置预警与淘汰机制,确保高校专业设置符合区域产业发展的要求;高校要主动地优化专业设置,加强特色专业建设,确实提升专业的市场竞争力和吸引力,从而提升优质高等教育资源的供给能力和水平。

In the background of the supply side structural reform, undergraduate specialties in China must be market-oriented and on the basis of discipline development, taking the quality of professional setting and construction as the foundation and key for the structural reform of supply side. The administrative department must improve the specialty evaluation system, establish early warning and elimination mechanism to ensure the specialties meet the demand of the regional industrial development. Meanwhile, colleges and universities should take the initiative to optimize the specialties and strengthen the construction of specialties to enhance the market competitiveness and attractiveness, so as to enhance the supply capacity and the level of quality of higher education.
