摘要
我国高校职员制将职员职级分为三等十级,按照年功累积导向逐级晋升,以期促进管理人员职业化与专业化的发展,从而提高高校管理水平。因而,通过剖析高校职员制的重要目标是实现管理人员的专业化,阐明专业技术职务对管理人员激励的相容性;同时,透过高校职员制与高校管理人员职称评定条件的异同分析,得出虽然两者目标一致性,但却忽视了管理的专业性,而且教师的双肩挑也挤占了管理人员的发展空间;最后,提出推进职员制与优化高教管理人员职称评定的建议。
The staff is divided into three levels and ten ranks in the university staff system.The staff will be promoted gradually according to seniority and feat,so as to promote the professionalization and specialization of staff members,and to improve the university management level.This paper analyzes the objective of university staff system aimed at the professionalization of administrative staff,and expounds the compatibility of professional and technical posts with the incentive of administrative staff.The author then compares the similarities and differences between the university staff system and the requirement of professional title appraisal for administrative staff,and comes to a conclusion that in spite of the compatibility of goals,professional management is neglected,and the"double shoulders task"phenomenon also squeezes the development space of administrative staff.Suggestions on promoting the staff system and optimizing the professional title appraisal of administrative staff have been put forward at the end of the article.
