新疆南、北疆地区城镇居民与新农合医疗保险满意度分析

Analysis on satisfaction degree of residents and new rural cooperative medical insurance in Xinjiang

目的探索新疆南、北疆地区城镇居民和新农合医疗保险制度的运行满意度及其影响满意度的因素,为城镇居民与新农合医疗保险的整合提供参考依据。方法采用问卷调查方法,对参加城镇居民和新农合医疗保险人员随机发放自行设计的问卷,调查两类人员的基本情况和满意度(包括医疗保险管理部门、医疗保险制度、定点医院的满意度),并采用5级Likert标度法进行评价。结果 (1)南、北疆地区城镇居民参保人员对医疗保险管理部门满意度及总体满意度差异有统计学意义,南、北疆地区新农合参保人员对医疗保险制度本身的满意度差异有统计学意义(P均<0.05)。(2)南疆不同特征参保人员的民族、年龄、文化水平、身体状况及医保类型满意度差异有统计学意义,北疆不同特征参保人员的民族、年龄、身体状况满意度差异有统计学意义(P均<0.05)。(3)年龄≥60岁有统计学意义(P=0.023),民族、身体状况、地区有统计学意义(P<0.05)。结论南、北疆地区医疗保险政策满意度较低,需要有关部门提高服务态度和水平,民族、年龄、文化水平、身体状况等因素可以对满意度造成影响;南、北疆地区人群满意度存在差异,宣传及政策制定应因地制宜。

Objective To understand the satisfactory performancedegree of satisfaction of the new rural cooperative medical insurance system performed in southern and Northern northern Xinjiang urban residents,and the new rural cooperative medical insurance system,and the factors that influencing the satisfaction and;thereby providing reference for the integration of urban residents and the new rural cooperative medical insurance.Methods A questionnaire survey was conducted among the urban residents and received the new rural cooperative medical insurance.Investigated was the basic situation and satisfaction degree of the two kinds of staff people（includingfrom the medical insurance management department,the medical insurance system,and the satisfaction of the designated hospitals.）,and theThe 5grade Likert scale method was used to evaluate the satisfaction degree.Results（1）In terms of the medical insurance management satisfaction and overall satisfaction,there was significant difference between the North and South Xinjiang urban residents insured has statistical significance to the medical insurance management satisfaction and overall satisfaction,there was also statistical significance in between southern and northern people engaged in the new rural cooperative medical insurance staff satisfaction on medical insurance system itself（P 0.05）.（2）There was significant difference of nationality,age cultural level,physical condition and health insurance type for southern people in Xinjiang.For northern people,there was also significant difference in nation,age,physical condition（P 0.05）.（3）There was significant difference in the age（≥60,P =0.023）,nationality,healthy status and district region（P 0.05）.Conclusion The satisfaction degree regarding medical insurance was shown to be lower in south and north Xinjiang,which needs to be improved by the relevant administration apartments.In addition,factors such as nationality,age,culture level,heath status and so on were shown to be able to make difference on the satisfaction degree;given the difference existed between north and south Xinjiang,propaganda and police-making should be carried out according to the different situations.
