欲进行科学的治安史研究,构建科学的治安史知识体系,就必须在适宜的知识框架里,选择适用于"前国家—准国家—国家—后国家"等各个时期"由治达安"历史描述的立足点:以人与自然、人与人、人与自身间关系知识为最基本的理论框架,以不同历史时期"由治达安"之价值偏好(个人安全—社会秩序间关系的设计及其实践)、效用偏好(国家安全—社会治安间关系的设计及其实践)和策略偏好(安全权利保护—治安秩序限制间关系的设计及其实践)为三个基本的分析维度,再现不同时期之治安事实,描述"由治达安"历程脉络,架构治安史知识体系。
