论大城市群体性事件现场处置的剥离策略

On the Divestiture Tactics of the On-site Disposal of Group Events in Large Cities

大城市群体性事件事态升级中呈现"卷入"规律,即从当事群众、相关人群、围观人群到舆论关注群众逐步卷入事件,成为事件主体。这对公安机关现场处置的快速反应能力、控制迅速膨胀人群的能力以及舆论引导能力都提出了挑战。从现场处置措施而言,警方需要针对不同人群卷入的不同心理来防止卷入发生,或者针对已经卷入的人群采取"剥离"措施,使其退回到中立的姿态上。

When stepping up, the group events in large cities have had the rule means the masses eoneerned, the group related, the crowd of onlookers and the ＂involvenleni＂, masses that draw media attention are involved into the events gradually and become the main body. It is a challenge to the police departments＇ on-site emergency response, their control over the groups which increase quickly and their ability of guiding public opinions. As far as the on-site disposal measures concerned, the police need to prevent the involvement according to the different minds of different groups, or take divestiture measure to bring the groups involved back to the neutral stance.
