The Practice and Reflections on Creating a New Security Mode of High-speed Railways with Large Passenger Flow

随着高铁快速发展,铁路客流持续增长,大客流已经成为铁路运输新常态,大客流带来的诸多不安全因素给公安工作带来挑战。结合近年来上海铁路公安处大客流安保工作实践,对大客流安保工作的难题和风险进行全面分析,从构建大客流应对处置、安全防控、安全管理、工作保障机制等入手,坚持理念引领和实践创新,着力创建适应形势任务需要的大客流安全管理新模式。

With the rapid development of high-speed railway and the increase of passenger flow, large passenger flow has become the new normal of railway transportation. It has brought many insecurity factors challenging police work. According to Shanghai Railway Public Security Division＇s practice in the security of large passenger flow, the author makes an overall analysis of the problems and risks in the security. He proposes that a new security mode for large passenger flow should be created to meet the need of the society, and the mechanisms including response disposal, security control, safety management and work security should be established.
