关于动物卫生监督机构制式服装配置的思考

Thinking on the Introduction of Uniform for Veterinarians in Animal Health Supervision Institution

配置制式服装是提升官方兽医整体形象,维护执法行为合法性与权威性的重要内容。本文梳理了动物卫生监督机构制式服装配置的历史及现状,阐述了制式服装配置在强化依法行政、提高执法权威、规范官方兽医队伍建设方面的重要作用,指出了当前着装存在法律依据不充分、配置资金不统一、服装配置标准不完善等问题,建议相关部门应结合行业发展需要,采取统一认识、争取支持、出台法规并完善相关标准等措施,以期更好地适应新形势下动物卫生监督工作变革之需。

The requirement of dressing uniform for official veterinarians plays an important role in promoting the overall images of veterinarians and in maintaining the legitimacy and authority of the law enforcement practices. In this article,the history and current situation of uniform dressing for veterinarians in animal health supervision institution were introduced,and its importance in the following aspects was illustrated,including strengthening administration according to the law,improving the authority of law enforcement and standardizing team construction. Also,the difficulties faced were pointed out,such as the insufficient legal basis,non-unified fund allocation,and incomplete standard. For the purpose of better adapting to the reform of animal health supervision services under new situation,some suggestions were put forward：relevant veterinary departments should form unified understanding,rally supports from government,issue related regulations and improve corresponding standards.
