汽车排污治理问题具有公共产品特征,在企业受自身利益最大化驱使的前提下,汽车排污问题成为政府和车企之间的艰难博弈。现实中,由于政府的监管缺位使得汽车企业难以摆脱市场的逆向选择,合法企业由于无法通过正当途径规避市场的不利选择而陷入困境。加强制度建设和有针对性的监管对于阻止类似大众"排气门"事件的再次发生至关重要。

The governance of automobile emission possesses the features of public goods.The problem of Automobile emission is a hard game between the government and auto-enterprises under the behavior in pursuit of self-interest maximization of enterprises.In fact it is an adverse selection as a result of lack of supervision which is hard to avoid.A legitimate business cannot avoid the adverse selection by normal approaches.An effective system establishment of supervision is important to prevent similar incidents from happening.
