城乡基本养老保险制度衔接中的政府责任——以重庆市为例

Responsibility of Government in the Connection of Urban and Rural Basic Pension Insurance System Taking Chongqing

在传统城乡二元化分割背景下,重庆城乡养老保险制度存在着巨大差异,处于严重失衡状态。通过梳理重庆市城乡养老保险制度衔接现状,发现衔接中存在诸如养老关系转移困难、待遇水平差别大、参保人数偏少、信息化程度不高等问题,因而政府应从完善政策法规、畅通转移渠道、优化精简组织机构设置、明确各级政府间权责关系、加大工作考核力度、注重政策宣传引导等方面强化政府责任。

Under the traditional dualistic segmentation background, there are huge differences between urban and rural pension insurance systems, which is in a serious imbalance. By analyzing the present situation of connection of urban and rural pension insurance system in Chongqing, starting from the analysis of policies and regulations, system design, government organizations institutional settings, policy advocacy and other issues, it is proposed that the government should strengthen the government＇s re- sponsibility from improving policies and regulations, smoothing transfer of urban and rural old age insurance channels, optimizing the organizational structure settings, clearing powers and responsibilities between governments at all levels, increasing assessment intensity, focusing on policy advocacy, and fulfilling the mission.
