东部大开发战略背景下的俄罗斯远东开发政策

Policies of Developing Russia's Far East under the Background of Eastern Development Strategy

远东地区是俄罗斯的重要经济区,俄罗斯想通过远东地区开发打造一个立足东北亚地区的经济区,完成俄罗斯经济东部发展战略,开启一个新的对外交往的通道,弥补西方制裁对俄罗斯经济造成的损害,远东开发成为当代俄罗斯要完成的重要任务。俄罗斯制订了远东长远的开发计划,力求完成远东从资源型经济向多元经济的转变。远东开发战略关乎俄罗斯和东北亚地区的未来发展规划,远东开发战略也不能缺少中国的参与,在远东的发展中开展两国的互利合作是两国面临的重要问题。

The important economic zone in Russia is the far east areas through which Russia is meant to create an economic development zone based on northeast Asia with the purpose of completing the economic development strategy in eastern Russia, opening up a new foreign communication channels, and making up for the damage caused by western sanctions on Russia＇s economy. For this reason, the Far East development becomes an important task for the contemporary Russia to complete. Russia has made the long-term development plan as as to strive to complete the changes from the resource-based to diversified economy in Russia＇s far east. The Far East development strategy is closely related to Russia and Northeast Asia＇s future development planning. The development strategy can not work without China＇s participation, so the important problem facing the two countries is to develop mutually beneficial cooperation in the Far East development.
