实施双向转诊、推进分级诊疗的分析与思考

Analysis and Thinking upon the Implementation of Two-way Referral and Hierarchical Medical System

随着经济和生活水平普遍提高,居民的健康观念和就医行为发生了改变,对医疗的需求增多;现代生活方式致使慢性非传染性疾病增多,严重影响着人民群众的健康;人口老龄化更是带来了一系列健康和社会问题。政府用于医疗方面的支出也剧增,并成为沉重的负担。落实新医改政策,推行以社区为基础的首诊负责、双向转诊、分级诊疗制度,建立完善的三级医疗保健体系势在必行。然而,目前双向转诊、分级诊疗在运行中尚存在一定问题,必须深入分析原因,探究可行之策,着力解决"看病贵、看病难"的问题。

With the development of economy and society, the health concepts and medical behaviors of the residents have changed a lot and the needs for medical services are increasing. The modern lifestyle increased the preva- lence of non-communicable diseases with great impact on people＇s health. The aging of the population also brings in a series of health and social problems. The government is facing rapid increase in medical expenses which pose heavy burden. I t is imperative to implement polices of new medical reform, carry out a system integrating＂first diagnosis responsibility＂ ,＂two-way referral＇and＂hierarchical health services＇on the community level. However, problems still existed in the implementation and in-depth analysis is needed to explore feasible policies to solve the difficulties in seeking medical services and the high expenses.
