社会稳定性风险评估机制研究——基于国内外经验的对比

The Assessment Mechanism of Social Stability Risk based on the Com parison of Home and Abroad Experience

社会风险防范体系是现代国家治理体系的重要组成部分。公共项目是政府行为的重要领域,也是群体事件的高发区域。通过分析了国际金融组织对公共项目设立的风险防范体系的经验,进而将国内初步建立的社会稳定风险评估体系与其进行对比,认为目前内资公共项目只初步建立了社会稳定风险的识别和评估体系,应进一步借鉴国际金融组织的经验,建立起风险监测的过程管理以及公众参与的风险防范机制。并针对目前社会稳定风险评估体系的问题提出了建设路径建议,为健全和完善公共项目的社会风险防范机制提供了建设思路。

The social risk prevention system is an important part of modern governance system. Public project is an important field of government behavior and also is the high incidence area of mass incidents. Analyzing the risk prevention system experience of international financial organizations on the public project, comparing with preliminarily established domestic social stability risk assessment system, it is found that the current domestic public project is only a preliminary established social stability risk identification and evaluation system. The government should further draw on the experience of the international financial organizations, establish a risk monitoring process management and risk prevention mechanism of public participation and put forward the suggestions, so as to improve and perfect the social risk prevention mechanism of public project.
