我国企业环境信用评价制度法制化的思考 被引量:6

摘要 近年来,以信用手段影响企业环境行为在全国各地得到了广泛的运用。多地积极探索企业环保信用评价制度建设,确定了评价指标和等级、评价信息的来源、评价程序、评价结果运用、激励与惩戒措施等。地方的实践与探索为构建全国统一的企业环境信用评价制度奠定了基础。重视环境善理理论的指导与运用,培养独立的第三方评价机构、评价指标与指标权重的科学设置、信用分级及动态调整、奖惩机制与评价结果的社会化应用等既是各地经验的总结,更应成为今后国家层面企业环境信用评价制度法制化的重点。 In recent years, environmental credit has been widely used all over the country to influence enterprises' environmental behavior. Many provinces actively explored the construction of enterprise environmental credit evaluation system, determined the evaluation indexes and grade, the source of evaluation information, evaluation procedures, the use of evaluation results, incentives and disciplinary measures, etc. The practice and exploration of local has laid the foundation for the establishment of a unified national enterprise environmental credit evaluation system. Pay attention to the guidance and application of environmental good theory, cultivate independent third party evaluation organization, scientifically set up evaluation indexes and index weight, credit grading and dynamic adjustment, incentive mechanism and the social applications of evaluation result, were not only the summarize of local experience, but also should be the key focus of the legalization of national enterprise environmental credit evaluation system.
