农业灌溉供水工程是涉及农民切身利益的民生工程,关系着农业经济的繁荣发展。通过分析宁夏农业灌溉供水工程管理模式、工程供水量、供水价格执行、水费收缴等方面的情况,提出了深化水管事业单位改革、推进小型农业灌溉工程产权制度改革、推行符合区域特点的工程运行管理模式、推进农业水价综合改革、建立合理的水价调整机制、加大投入力度、加强人才队伍建设等是宁夏农业水价改革的重要手段,并为相关部门对农业灌溉供水工程的长效管理提出了对策建议。

Agricultural irrigation water supply project is the people＇s livelihood project. It is not only about vital interests of farmers, but also affects the prosperity and development of agricultural economy. By analyzing irrigation water supply project management mode, water supply engineering, water supply price and water fee collection, it was suggested to deepen reform of water management units, promote the reform of small agricultural irrigation engineering property right system, carry out engineering operation management mode in accordance with regional characteristics, promote agricultural water price reform, establish a reasonable water price adjustment mechanism, increase investment and strengthen the talents build, which would provide basic resources and relevant suggestions for long-term management of agricultural irrigation water supply project.
