据不完全统计,2015年,中国城市化水平已经突破了56%,中国已经成为实质意义上的"城市中国"。但是就我国城市管理的现实而言,政府在城市管理中的作用越来越大,所遇到的问题也前所未有,特别是伴随着政府改革运动,政府职能转变在我国城市管理中显得非常重要。
