《发展权利宣言》是发展中国家在人权领域中集体行动所促成的第一个重大成果。随着国际经济社会秩序发生新的深刻变化,发展中国家有必要再次一起行动,拟定一个发展中国家有关人权的全面愿景。《发展权利宣言》的成功通过对此具有重要的借鉴意义。本文阐述当今世界需要这样一个愿景的原因,讨论支持构建这一愿景的理论资源如《世界人权宣言》中的部分条款等,并尝试确定可以包含在此文件中的重要元素等。

The Declaration on the Right to Development is a fundamental achievement of the joint efforts exerted by the developing countries. With the new and profound changes occurring in the international economic and order,it is necessary to join the efforts of the South together to formulate a comprehensive vision on human rights. The adoption of the Declaration on the Right to Development was a great inspiration in this field. This article researches on why there is a need for such a vision,analyzes the theoretical support for it（ such as the provisions in the Universal Declaration of Human Rights）,and tentatively identifies the elements which could be included in such a document,etc.
