四川省全科医生特岗特设政策实施现状及效果评价

Status quo and impact assessment of general practitioner special treatment policy in Sichuan province

目的:了解四川省全科医生特岗特设政策实施的现状,并对其具体实施的效果进行评价。方法:采用描述性统计学分析法对四川省卫生计生委全科医生特岗特设数据报表进行统计分析;采用调查问卷和现场访谈法对受聘全科医生进行问卷调查和访谈。结果:本次共招聘全科医生194名。全科医生特岗特设政策使四川省9个地市的179个乡镇获益,并受到了各级卫生行政部门的一致赞成和患者的一致好评,有效缓解了基层群众看病难的境况,但受聘全科医生对工资待遇及晋升机会方面的满意度不高。结论:不断完善全科医生工资及绩效奖励办法,转变全科医生的管理制度,加强政府各部门间的协同促进作用,以便为推进全科医生特岗特设政策的进一步落实提供有力保障。

Objectives： To learn the current situation of the implementation of general practitioner special treatment policy and to assessment its impact. Methods： Descriptive statistical analysis was used to describe and analyze the reporting data of general practitioner special treatment policy from Health and Family planning Commission of Sichuan Province. General Practitioners were selected to have a questionnaire and an in-depth interview. Results： 194 general practitioners were engaged under general practitioner special treatment policy and covered 179 townships and 7 cities in Sichuan province. The policy was consistently appraised by governments and patients. It has effectively smoothed the situations of accessible and unaffordable of getting healthcare. It also showed that general practitioner had a low satisfaction on the salary and promotion opportunities. Conclusions： It was considered to constantly improve general practitioner＇s salary and performance motivation, promote general practitioner management system and strengthen the cooperation between different government departments to further implementation promote the further implementation special treatment policy of general practitioner.
