To ensure the security, reliability and authenticity of records and archives management in the cloud computing environment for our institutions, the paper conducts an analysis of records and archives management problems in the cloud, including information environment changing, double-edged sword effect, and trustfulness, laws and aim of providing ideas and cloud services in electronic regulations.
