Economic operation of county-level public traditional Chinese hospitals in Anhui province

目的:了解安徽省县级公立中医院经济运行现状,分析其中存在的问题。方法:通过定性与定量、描述分析与对比分析等方法,分析2013-2015年安徽省9家县级公立中医院的经济运行状况。结果:2013-2015年安徽省多家样本医院存在收不抵支的现象;财政补助收入占总收入比重逐年增长,但地区差异较大;药占比逐年下降,中药饮片使用逐年增多,但相对西药仍不足。结论:样本医院总体运营状况不佳;财政投入逐年增多,但仍需加大对财政投入相对不足地区的补偿力度;目前宜保留中药饮片加成;完善补偿机制。

Objective To explore the status quo of economic operation of county-- level public traditional Chinese hospitals in Anhui province, and to analyze the existing problems. Methods We analyzed the economic status of 9 county--level public traditional Chinese hospitals in Anhui province during 2013- 2015 by qualitative and quantita- tive analysis, descriptive analysis and comparative analysis. Results Quite a few hospitals had run into deficit from 2013 to 2015. The proportion of financial subsidies to total income had increased year by year but the regional differences were remarkable. Drug proportion decreased year by year, while the use of Chinese Herbal Pieces in- creased year by year but still less than Western Medicine. Conclusions The overall operating conditions of the sample hospitals are poor. The financial investment has increased year by year but still needs to be further increased in the areas with a lack of financial investment. Cost plus of Chinese herbal medicine should be retained and the compensa- tion mechanism is to be improved.
