泰州市新型结核病防治服务体系建设现状分析

New TB prevention and control service system in the city of Taizhou:a status quo analysis

目的:分析泰州市新型结核病防治服务体系建设现状,进一步提高新型结核病防治服务体系建设质量。方法:总结泰州市建设新型结核病防治服务体系期间所采取的主要措施和方法,对2012-2015年期间全市结核病防治工作主要质量指标完成情况进行分析。结果:2012-2015年期间,全市活动性肺结核新登记率为(3.97~5.02)/万,涂阳肺结核占比达(25.0~33.6)%,其他主要工作指标完成情况均达到国家考核要求。实施并完成了全球基金耐多药结核病防治项目。全市结核病定点医院诊疗能力显著增强,结核病防治工作质量稳步提升。结论:卫生行政主管部门是新型结核病防治服务体系建设的实施主体,健全疾控结构与结核病定点诊疗医院医防协调机制,提高定点医院结核病诊治能力,对非定点综合性医院及基层卫生机构加强培训和指导,是新型体系高质量运行的关键。

Objective To analyze the status quo of the new TB prevention and control service system in Taizhou City and further improve the construction quality of the new service system. Methods The main measures and methods a- dopted in the construction of new TB prevention and control service system were summarized,and the main quality in- dex of TB control in the city during 2012--2015 were analyzed. Results During the period of 2012--2015 ,the new regis- tration rate of active tuberculosis in Taizhou city was 3.97--5.02 per million,and that of smear positive pulmonary tu- berculosis was 25. 0- 33. 6%. The other major working index reached the national examination requirements. The Global Fund MDR--TB project was implemented and completed. The diagnosis and treatment capacity of tuberculosis designated hospitals in Taizhou was significantly enhanced, and the quality of TB prevention and treatment work was promoted steadily. Conclusions The administrative department of health is the implementation body of the new TB pre- vention and control service system. The key factors of high--quality operation of the new system are perfecting the co- ordination mechanism of disease prevention and control structure and designated tuberculosis diagnosis and treatment hospital,improving the diagnosis and treatment capacity of designated TB hospitals,and strengthening the training and guidance of non--designated general hospitals and primary health care institutions.
