党内集中教育长效机制建设的思考

长效机制具有根本性、全局性和长期性的特点,贯穿党内集中教育各个方面,是党内集中教育顺利开展和成果固化的重要保证。就现状来看,党内集中教育在动员、执行、考评、整改等方面的制度建设仍不完善,应从领导管理、运作和预警、保障激励等角度建立长效机制。在党内集中教育长效机制建设过程中,要注意重点处理好集中教育与经常性教育、关键少数与全体党员、思想建设与制度建设等关系,推进党内集中教育常态化和长效化。

Long-term mechanism, having the characteristics of being fundamental, overall and long- term, runs through all the aspects of the Party＇ s concentrated education and is an important guarantee for the smooth development of the Party＇ s concentrated education and the solidification of the achievements. In view of the current situation, the Party＇ s concentrated education is not perfect yet in its system construction in such aspects as mobilization, implementation, evaluation, and rectification. A long-term mechanism should be constructed from the perspectives of leadership administration, operation and early warning, security incentives. In the process of constructing the long- term mechanism, attention should be paid to focusing on well handling the relationship between concentrated education and regular education, between key minority and all Party members, and between ideological construction and system construction so as to promote the normalization and long-term effect of the Party＇ s concentrated education.
