电力体制改革背景下发电计划分配新模型 被引量:1

摘要 为提高电力体制改革背景下组织电力电量交易时的公平性,确保燃煤电厂年度上网电量完成率与全网燃煤电厂年度平均完成率偏差在±2%以内,燃煤电厂年度基数电量应合理地分解至月度,再分解至日前。在电力市场和节能调度模式下,建立了燃煤电厂年度基数电量的年、月、日分解模型,并提出了一种正交迭代算法,通过滚动修正偏差,确保年底各燃煤电厂基数电量完成率一致。该模型具有通用性,可以解决不同时间尺度的分解问题,而该算法能够降低负荷预测偏差和检修调整对分配结果的影响。算例表明,该模型及求解算法高效可行。 In order to improve the fairness of electricity quantity transaction arrangement under the background of electric power system reformation, and guarantee deviations of both the annual on-grid electricity quantity completion rate of coal-fired power plant and the average annual completion rate of all coal-fired power plants are less than 2%, the annual base of electricity quantity of coal- fired power plant should be decomposed reasonably to month and then to day-ahead. A model to decompose the annual base of electricity quantity of coal-fired power plant to year, month and day is proposed under the electric power market and energy-saving dispatching mode. An orthogonal iterative algorithm is proposed to ensure consistency of base electricity quantity completion rates of coal-fired power plants at the end of the year by rolling deviation correction. The model is universal which can be used to solve decomposition problems with different time scale, and the algorithm can reduce influence of load forecast deviation and overhaul adjustment on distribution results. Example shows that the model and algorithm are efficient and feasible.
