构建科学的中国英语能力等级量表

Developing scientific China's Standards of English

构建中国英语能力等级量表是建设我国外语能力测评体系的首要任务,能力等级量表能为我国英语学习、教学和测评提供参考框架,为外语能力测评体系提供统一标准。本文指出了《欧洲语言共同参考框架》在建设与实施中的不足之处,基于我国国情与外语教学现状,从能力等级量表建设的总体原则、描述框架、描述语表述及分级验证等方面探讨了如何确保中国英语能力等级量表研制的科学性。

Developing the China＇s Standards of English （CSE） is a primary task in the establishment of China＇s For- eign Language Proficiency Assessment System. The CSE can provide unified standards for English language learning, teaching and assessment in China. This article points out some major shortcomings of the Common European Frame- work of Reference for Languages in its formulation and implementation, and discusses the measures taken to ensure the scientificity of the CSE within the Chinese context in terms of development principles, descriptive framework, de- scriptor expression and validation.
