摘要
安徽省效能建设十年多来的实践表明,效能建设就其本质来说是制度创新,是运用法治思维在发挥市场决定性作用基础上,列出"清单",明确边界,主动规范、约束政府行为,持续不断地抓作风、提效能,这是推进政府治理能力现代化的有益尝试,也是贯彻落实"四个全面"战略布局先行先试的"安徽实践"。效能法治建设是效能建设深化升级的2.0版,兼顾法治规范和行政高效,着力培厚发展的后发优势,形成效能建设法治和行政相互促进、深度融合的新格局。效能法治建设的预期目标是,通过地方人大立法,出台《安徽省机关效能建设工作条例》,实现机构和职责法定,依法强化对效能建设主体行为的规范约束,更好地服务人民群众,寓管理于服务之中;同时让人民群众能有效地监督效能建设主体并获得满意的服务,从而实现政府和社会治理的良性互动,促进经济社会持续健康发展。
The practice of administrative efficiency construction in our province which lasts more than ten years proves that the administrative efficiency construction is by their nature the innovation of the system, which means using legal frameworks and legal methods, on the basis of market playing a decisive role, to "make a list", to clear boundary and to regulate and restrain government behaviors proactively. Meanwhile,we continuously focusing on our Party' s style construction and work efficiency, which is not only a beneficial attempt to promote the modernization of our governance capacity of The government, but also an antecedent implementation of "Four Comprehensive "strategic layout in Anhui province. The legal construction in administrative efficiency is the upgraded version 2.0 of the administrative efficiency construction, taking into account both the legal norms and the administrative efficiency, focusing the advantage of backwardness on the cultivation, to form a new prospect where the legal constructionand administrative efficiency will promote and deeply integrated with each other.
