政府成本视角下招商引资问题研究

招商引资作为地方经济发展的助推器,取得了一定的成绩,无论是沿海还是内陆,各级地方政府都高度重视招商引资工作。同时,受招商引资与地方政府政绩挂钩的影响,一些地方政府在招商引资的过程中急功近利,很少考虑招商引资这项决策和行为所引发的政府成本问题,导致招商引资乱象频现。对于招商引资中存在的政府高成本问题,需要完善科学的决策制度,建立透明公开的监督机制,重构政府管理半径,构建一个完备的政府招商引资的清单。

In recent years, the investment promotion, as the booster of local economic development, has obtained some achievements. All local governments, wherever it is, the coastal or inland local governments, have attached great importance to the investment promotion work. However, the investment promotion is often linked to the performance of local government, so during the process of investment promotion, some local governments are eager to pursue profits and rarely consider the government cost caused by the decisions and actions, which leads to the mess of investment promotion frequently. For the high governmental cost, the government needs to improve the system of scientific decision, establish a transparent supervision mechanism, reconstruct the governmental management radius, and build the complete investment promotion list.
