基本公共体育服务均等化的理论蕴涵与目标选择

基本公共体育服务均等化是由不同阶段的具体目标所组成的,这些具体目标的设定与达成则是由基本公共体育服务均等化的本身属性和实现机制所决定的。基于此,运用文献资料法和逻辑分析法对我国基本公共体育服务均等化基本内涵与目标选择进行研究。通过对基本公共体育服务边界的澄清,并进一步从理论及社会的高度认识均等化、从消除地区差距和城乡二元结构把握均等化以及从完善财政体制的角度理解均等化等三个方面对基本公共体育服务均等化的内涵进行解读。并在此基础上,对基本公共体育服务均等化的总体目标、过程目标和结果目标进行分析,为实现基本公共体育服务均等化最终目标提供理论上借鉴和参考。

Basic public sports service equalization were composed by specific objectives of different stages. The setting and achievement of specific objectives were determined by the nature property and realization mechanism of basic public： sports service. With methods of documentary and logic analysis the basic meaning and objective chosen of basic public sports service were explored. By clarifying the boundaries of basic public sports service, the equalization of basic public sports service were discussed from the angle of politic, the elimination of regional disparities, urban-rural dualistic structure and improving financial system. The general goal, process goals and Outcome goals were analyzed which provide the theory rec- ommendation and reference to the realization of equalization of basic public sports service.
