供给侧视角下辽宁省机关、企事业单位体育场地开放现状及致因分析

An Analysis of the Status Quo and Causes of the Openness of Sports Facilities in Institutions,Enterprises and Institutions in Liaoning Province from the Perspective of Supply Side

文中运用文献资料、问卷调查法、访谈法、数理统计等方法,对辽宁省14座城市的14586个机关、企事业单位的体育场地开放现状进行调查分析,研究结果表明:目前辽宁省共有50325个体育场馆,而机关、企、事业单位的场馆数达到22852个,但全天开放率仅为24.11%。体育场馆开放供给与健身人群的自身需求导致的供需矛盾问题是制约我省全民健身事业的可持续发展的核心因素,结合当前中央提出的"供给侧改革"治理思路,进一步从体制、机制与政策等"供给侧"层面,理清影响辽宁省机关、企事业单位场馆开放的因素:(1)在体制上,场地运营管理体制欠完善;(2)在机制上,评估问责和安全保障机制缺失;(3)在政策上,单位领导政策执行偏差及落后观念等是直接致因。

This paper investigates and analyzes the status of sports venues in 14 cities and 14586 cities in Liaoning Prov- ince by means of literature, questionnaire, interview and mathematical statistics. The results show that： Liaoning Province has 50325 stadiums, and organs, enterprises, institutions, the number of venues to 22852, but the open rate of only 24. 11% throughout the day. The problem of contradiction between supply and demand caused by the open supply of stadiums and fitness people is the core factor which constrains the sustainable development of fitness in our province. Based on the cur- rent ＂centralization reform＂ governance thought, the paper further analyzes the mechanism, In the mechanism, the assess- ment of accountability and safety and security ： （ 1 ） in the system, the management system is not perfect ; （2） in the mecha- nism, the assessment of accountability and security ; （3） In the policy, the unit leadership policy implementation deviation and the backward idea and so on are the direct causes.
