江苏省“十三五”水利基建投资结构调整测算及资金筹集建议

Estimation and adjustment of investment in water project construction during the 13th Five-Year Plan period in Jiangsu and suggestions for fund rising

江苏省"十三五"水利基建投资原本依据2006年投资政策测算,2016年年底新政策出台后,省以上、市县投资分摊比例有所调整,原测算成果已不适应"十三五"期间项目投资管理。运用水利投资分析理论,立足于江苏水利基建项目投资管理实际,分析了新、老政策的变化情况,对"十三五"全省水利基建项目投资结构重新测算分析,并据此提出了未来五年水利基建资金筹措建议。

In 2016, the government issued new policies related to investment of water project construction in the 13th Five-Year Plan. The estimation based on policies in 2006 had to be revised according to the adjustment of percentage of investment shared by central, province, cities and counties. Evaluation has been made by means of analysis theory and real situation of investment in Jiangsu Province. Re-calculation and estimation of investment for water project construction in the 13th Five-Year Plan was completed together with measures of funds raising in the next five years.
