Cost Control of Freeway Overhaul Projects

我国高速公路大修工程近几年逐渐增加,需要合理使用有限的养护资金,养护造价的合理审查和控制问题日趋重要。在对广东省养护工程预算编制和养护定额使用情况进行调研的基础上,阐述大修工程方案设计概算审查和竣工决算常见问题,发现主要问题是材料单价调整、养护定额套用不合理、部分项目重复或漏计、未考虑资源回收的冲减成本和未核减一些未发生细目费用。研究提出了高速公路大修工程造价控制措施,在设计阶段需对大修工程方案进行比选和严格审查,减轻养护资金压力。在建设过程中,坚持严格的变更管理和计量支付,结合实际施工工艺进行动态优化设计,有效控制工程投资。最后结合实际高速公路大修工程,总结成功经验,为日益增多的高速公路大修工程,提供科学合理借鉴。

There are many freewayoverhaul projects in recent years in China. The limited mamtenanee cost is appliedreasonably. The questions of maintenance cost examination and control are important gradually. The highway maintenance projects budgets and quotas are investigated in Guangdong prov- ince. The reasons of plan budget preview and completed cost are researched, which are unit price adjust- ment, incomplete quotas, repeated or neglected cost, balanced cost not considering the recycling, and some cost not happening. The effective cost control measures are put forward, such as the overhaul plans should be selected and checked rigorously in the period of designing, the modified projects are managed and paid effectively, and the dynamic and optimized designing are combined the construction technolo- gies. These measures are used in the real freeway overhaul project. The succeed experiences are summed up and can be useful for the increasing overhaul projects.
