摘要
分析国际工程EPC项目在基本设计阶段选择分包商采取固定总价合同价格的风险和弊端,依据风险控制的基本原则,提出了综合单价与竞争性费率相结合的分包商招标报价方案和对应的评标办法,很好地解决了在基本设计阶段如何做到保证投标人在同一个标准同一个平台上报价的难题,同时也使投标人报价具有可比性、可竞争陛,能够公正公平地选择出最优分包商,同时最大限度地控制分包合同价格。
This paper analyzed the risk and disadvantages of fixed lump sum contract price insubcontractor selection during basic design phase of international engineering EPC project. Based onfundamental principle of risk control, subcontractor bidding offer scheme and relevant bid evaluationmethod were proposed to combine general unit price and competitive rate together, successfully solvingthe difficulty of ensuring bidders to submit offer on the same platform and according to the samestandard during basic design phase. Meanwhile, it also realized comparison and competition amongbidders and equal and fair selection of optimum subcontract, to most effectively control the subcontractprice.
