供给侧结构性改革中PPP应用于城市污水处理的实证研究——以C市为例

An Empirical Study on the Application of PPP in Urban Sewage Treatment in the Supply Side Structural Reform——A Case Study of S City

政府与社会资本合作(PPP)是推行公共服务供给侧结构性改革的重要制度创新,是政府提高公共服务供给质量和效率的有效制度安排。基于供给侧结构性改革的视角,结合安徽省C市将PPP应用于城市污水处理的实践,可以发现C市在改革实践中所表现出的项目特点和实践价值,同时也可明晰其存在的不足之处,诸如公共参与程度低下、PPP管理机构尚未建立、监督机制不健全和法律法规不完善等。在此基础上提出均衡政府与市场之间的关系、建立PPP管理机构、构建有效的动态激励机制、健全PPP项目的监督机制以及完善相关的法律法规等建议,以期为PPP应用于城市污水处理的可持续发展提供启示。

Public Private Partnerships( PPP) is an important institutional innovation to implement the structural reform of the public service supply side,and it is an effective institutional arrangement for the government to improve the quality and efficiency of public service supply. Based on the perspective of the supply side structural reform,and combined with the practice of PPP in Chizhou City,Anhui Province,this paper summarizes the project characteristics and practical value of Chizhou City in the reform practice. At the same time,the author points out the shortcomings of the lack of public participation,absence of the establishment of the PPP management mechanism,the imperfect supervision mechanism and imperfect laws and regulations. On this basis,the author puts forward some suggestions to balance the relationship between the government and the market,establish the PPP management organization,construct the effective dynamic incentive mechanism,complete the supervision mechanism of the PPP project and relevant laws and regulations,so as to provide the inspiration for the application of PPP in the development of urban sewage treatment in a sustainable way.
