林业供给侧改革视角下郴州市森林保险发展对策研究

Research on Chenzhou Forest Insurance Development Countermeasure under the Perspective of Forestry Supply Side Reform

文章在对湖南省郴州市森林保险发展现状、存在问题及原因进行分析的基础上,从郴州市林业供给侧结构性改革的主要任务和森林灾害风险特点出发,提出:完善现行政策性森林保险制度要对公益林、商品林森林保险实行分类经营;创新森林保险产品,加快构建适应林业不同风险特点的森林保险产品供给体系;开展森林保险风险区划,实行差别森林保险费率;建立公共财政支持的多层次多渠道森林巨灾风险分散政策制度;探索、完善适应政策性森林保险业务扩展的保险、林业协保运作模式;制定林业信贷、补贴、林权流转抵押限定政策,健全森林保险参保引导机制的发展对策。

On the basis of the analysis on present situation, problems and causes of forest insurance development in Chenzhou, Hunan,from the main task of the structural reform of forestry supply side in Chenzhou and forest disaster risk characteristics, this paper put forward a series of countermeasures to improve the development of forest insurance guidance system. Which includes： improve the current forest insurance system, establish ecological forest and commodity forest insurance classification management system; make forest insurance product innovation, speed up the construction of forest insurance supply system adapted to different forestry risks characteristics; make forest insurance risk zone, implement differential forest insurance premium rates; establish public financial supportive multi-level and multi-channel forest catastrophe risk disperse system; explore and improve the insurance and forestry assist to keep operation mode adapted to policy-type forest insurance business expansion; develop forestry credit,subsidies and forest tenure transfer mortgage limit policy.
